Social Impact Assessments
Social Impact Assessments (SIAs) for projects, including large infrastructure projects (dams, pipelines, roads and transmission lines), mining projects, renewable energy projects (wind and solar energy projects), landfill sites, industrial projects, and urban development projects (shopping centres, mixed-use developments, housing projects etc.).
Training & Capacity Building
Development and implementation of environmental training and capacity building programmes with a focus on SIA, SEA and EIA. Programmes include development and facilitation of training courses for government officials in South Africa, Botswana, Lesotho, Swaziland and Namibia.
Strategic Environmental Assessment
Project manager for Strategic Environmental Assessments (SEA) in Southern Africa, including World Bank funded SEA for road programme in Mozambique, SEA of the City of Cape Town’s bid to host the 2000 Olympic Games (first time an SEA was undertaken for an Olympic Bid City), SEAs for the City of Windhoek to inform planning over a 20 year time horizon, and SEA of suitability of implementing a Biofuel Programme in Northern Namibia.
Identification and environmental assessment of local and regional landfill sites. Projects include local and regional landfill sites in Southern Africa, Oman, and Mauritius.
Review of EIAs, SIAs, Environmental Management Plans and other environmental documents. Reviews include external reviews of EIAs and SIAs for government agencies and internal reviews of EIAs and SIAs for EIA consultants and proponents.
Due Diligence Assessment
Social specialist on lender, acquisition, and internal environmental due diligence assessments based on IFC Performance Standards, Equator Principles and World Bank Standards.
Tony has been involved in a number of research projects linked to environmental issues and sustainability, including input into research on land use planning, transport, housing, biofuels and environmental goods and services.
Tony Barbour has 30 years’ experience in the environmental consulting sector. His experience includes ten years as an environmental consultant in the private sector in South Africa followed by four and a half years at the University of Cape Town’s Environmental Evaluation Unit.
In 2004 he established his own environmental consulting company, Tony Barbour Environmental Consulting, with a focus on Social Impact Assessment (SIA), Strategic Environmental Assessment (SEA), Environmental Due Diligence Assessments, and Independent Review Work. He is also involved in Training and Capacity Building and Environmental Project Management.
His work experience includes working in South Africa, Namibia, Angola, Botswana, Zambia, Zimbabwe, Lesotho, Swaziland, Mozambique, Mauritius, Ghana, Nigeria, Senegal, Kenya, Ethiopia, Oman, and Armenia.
